In order to understand why France is still using ambiguous language on the Western Sahara issue, it is worth recalling a bit of historical background. First of all, the ploy of concluding two separate agreements with Morocco on the eve of its independence did not work as expected. The first one was held at La Celle Saint-Cloud in November 1955. The second one was in Aix-les-Bains in March 1956.
