Government, Most Representative Unions Reach Agreement

Following numerous sessions and meetings, the government and the most representative education unions have finally found common ground during an official ceremony on December 26 which was crowned by the signing of the minutes of the agreement between the two parties. 

During this ceremony, chaired by the head of government Aziz Akhannouch via videoconference, decisions were made on the unified status. In this regard, a decree will be issued to apply the provisions of decree 2.23.819 of October 6, with the establishment of a unified status specific to aggregate teachers during the year 2024 based on the conclusions of a technical commission made up of representatives of the government and the most representative education unions, and the processing of retirement contributions relating to civil servants recruited between 2017 and 2021.

It was also decided to confer the status of public civil servant on all workers in the national education sector, subjecting them to the provisions of the general civil service statute.

In addition, the tripartite commission and the unions agreed to define the weekly duration of teaching, after consultation with the permanent commission for the renewal and adaptation of curricula and programs.

The agreement signed also includes a special regime for evaluating professional performance, based on measurable criteria, which takes into account the specificities of the national education sector, as well as the granting of compensation, ratified based on the agreement of December 10, 2023, to civil servants classified in exceptional grade (off scale), the monthly amount of which is set at 1,000 DH, starting from grade 3 instead of grade 5.

Still on the same note, the agreement provides for an increase in additional compensation for aggregate teachers by a net monthly amount of MAD 500, which will be calculated upon retirement, in addition to an increase in additional compensation for guidance counselors and educational planning advisors, for a net monthly amount of MAD 300.

The threshold of 30 years as the age limit for joining the profession has also been removed. 

Professional exams will take place to resolve the situation of employees with master’s or doctorate degrees. The latter will have the opportunity to sit for exams each year to access the rank of assistant professor.

It should be recorded that the government had announced at a previous meeting a general increase in salaries for all teaching staff, all statuses and grades combined, for a net monthly amount of MAD 1,500, paid in two equal parts (January 1 2024 and January 1, 2025).

The minutes of the agreement were signed by the Minister of National Education, Preschool and Sports, Chakib Benmoussa, the Minister of Economic Inclusion, Small Business, Employment and Skills, Younès Skouri, and the Minister Delegate to the Minister of Economy and Finance, in charge of the budget, Fouzi Lakjaa, in addition to the government’s social partners, namely the Moroccan Workers’ Union (UMT), the Democratic Confederation of Labour (CDT), the General Union of Moroccan Workers, (UGMT) the National Federation for Education (FNE) and the Democratic Federation of Labour (FDT).
